The number of Members required was three, while by the clause in the
Reform Act of 1867, providing for "The Representation of Minorities"
each elector was allowed to record his vote in favour of not more than
two of the Candidates.No name appears except those of individuals whose votes were actually
Mr Baines, Mr Carter & Mr Wheelhouse were declared to be duly elected.
The 1857 Reform Act gave the vote to every male adult householder living
in a borough constituency. Male lodgers paying £10 for unfurnished
rooms were also granted the vote. This gave the vote to about 1,500,000
